Momo SDO allegedly demands payment before signing Delegate’s accreditation

Some Delegates in Momo Division, North West region, have said the Senior Divisional Officer, Fouda Etaba Benoit Nicaise, has been accused of allegedly asking for the sum of FCFA 100, 000 before validating their accreditation cards.

The Delegates who begged to be anonymous said this practice has penalized them.

“These are cards that enable service heads to collect their credit cards on which are found functional or running credits to manage their services. Till now that I speak to you accreditation cards deposited in his secretariat since March 2022 are still there without a signature,” a disgruntled Delegate said.

Service heads are also being asked to deposit money before getting their cards, CNA gathered.

But some Delegates who prefer not to suffer the consequences are said to have paid the money. CNA could not independently verify this.

“Some Delegates have paid this money and their cards signed. This is an act of corruption whereby, his refusal to sign these cards has hindered the smooth functioning of many services in this division. We can term this an act of sale of administrative signature.”

“He is the same person who writes observation letters to Delegates accusing them of their services not being felt by the population but he is the first to hinder the functioning of these services.” Another said.

CNA reached out to the SDO, Fouda Etaba Benoit Nicaise, who gave us a “read and ignore message” on WhatsApp communication platform.
