Dibombari: Infighting disrupts third budgetary session

Infighting within the Dibombari council of the Moungo division, Littoral region has caused division among the municipal councilors and led to the abortion of the third session aimed at voting the council’s 2022 budget. Since the start of this year, the Dibombari council has been functioning without a budget due to incessant squabbles.

Two camps have been formed as a result of disagreement: the current Mayor’s faction and those in support of the first Deputy Mayor.

The first deputy Mayor’s group demand the departure of the current Mayor whom they accuse of mismanaging the council’s funds.

“We no longer need the Mayor. He is crippling this council. We don’t know what he does with the council’s money. The Mayor decides on the budget and validates it alone without consulting his collaborators. He manages the budget as if it were his parents’ kitchen. We are tired of him.” A disgruntled councilor said talking to CNA.

Some inhabitants of Dibombari who witnessed the recent conflict are in support of the Mayor’s resignation.

“It is better the Mayor leaves now. He has done nothing in this municipality. Our roads are very bad, no water, electricity… everything is on a standstill.” A local complained.

A councilor has said the Mayor ordered gendarmes who were present to arrest the first deputy and certain opposing councilors so that the session could continue with the budget adopted by his faction only.

The disgruntled councilors also blamed the Moungo Senior Divisional Officer’s representative for supporting the Mayor who had 13 votes against 14 on the question of whether or not the budget be adopted.

“It is clear to us the SDO’s representative is corrupt because we won with 14 votes but he insisted the Mayor with 13 votes should move on with the budgetary session. How can they vote the budget without all councilors present? It is crazy.” Another opposing councilor said.

The disgruntled faction has asked the CPDM Central Committee to intervene for peace to be restored.
